Scenario
The wide range of activities carried out by the District Administration
involves processing bulk amount of Data in quick time and hence utilization of
IT tools became imperative, which otherwise could affect the credibility and
efficiency of the Administration severely. The Scenario of the work culture of
District Administration has undergone remarkable change in the recent past with
the introduction of IT and is likely expected to bring a cultural change in the
system as a whole. The District Administration has adopted a pragmatic approach
towards the establishment of transparent, effective and e-governant
administration with the pro-active support of
NIC. It requires mobilization of resources particularly the available
existing manpower and switch over to computerized systems from manual systems.
The initial steps are highly difficult but not impossible. Launching of the
official web site is a step towards it, since it can provide access to
information for
everybody, which is need of
the hour.
Computerization
of District Administration
and its various facets are briefly described below:-
District
Court Computerization.
The computer system is installed and networked
with the Court Room terminal. The
DCIS ( District Courts Information System ) software is operational under LINUX
environment since many years. The aim of the DCIS project is to bring all -round
transparency in the working of judiciary and quick dissemination of information
to the litigants and faster disposal of cases.
District
Treasury Computerization .
In treasury computerization emphasis is laid down on the elimination of
corruption and on - line maintenance of accounts of various sectorial and
district offices.
Revenue
Computerisation.
Under land record computerization plan, computer centers have been setup
in all the tehsil offices of the District. The entry of the records is underway.
The centers are likely to be hooked up with the District Hq’s via NICNET.
Planning Section is utilizing the system for faster communication with
State / Central Governments. Preparation of District Plan
besides day-to-day routine office work being carried out on the system.
The modernization of the District Administration is expected to bring
about a sea change in the overall work culture.
The training is imparted in consonance with the changing Socio-Economic
needs and emerging demands of the knowledge era. Keeping up with the sprit of
dedication and is in accordance with the National Policy of Computerization at
gross root level. NIC has been engaged in managing / delivering
IT training to various employees & staff at the District level.
Working in tandem with NIC, the
State Government also sponsored in groups all the
District Officers of the District for training an advanced applications
of computers in office automation and usage of internet services.
INTERNET
GATEWAY AT DISTRICT
HEAD QUARTERS
District Pulwama was literally brought
into the internet world after installation of PES-5000 IPA VSAT,
the District Head Quarter is already connected with all the Districts
through NICNET. Since then a LAN was setup within Administrative Complex and
various department were provided with the net connectivity. The internet
services have been provided to all the sectors of the administration on the
schedule basis through telephone. In coming days,
all the Blocks and Tehsil Headquarters
and other District / Sectorial Offices
will be connected with the District Headquarters through RAS( Remote Access
Service ) which has been commissioned in the NIC quite
recently.

The NIC is setup under the auspices of MIT (formerly under Planning Commission ) was set up for the Ist time in the District in May 1996, and since then has been engaged in planning, development / implementation of application programs and providing the NICNET support (Satellite based fast communication link of NIC).

The NIC also plays a supervisory role in the implementation of various e-g overnance projects. Besides imparting user - oriented training , the District Center has been engaged in providing the services for Electronic Data Transfer, Mail Transfer, Consultancy, Web-applicati on , Development & Hosting and office automation of various sectors. The NIC acts as a nodal agency between the State and Central Governments carrying out time critical tasks which help in monitoring and decision making at the higher ends
The
NIC is acting as a catalyst in keeping the District Administration
in pace with rest of the developed world-these are the words of the DIO NIC.
